开始前阅读 ../hhzz-shared/SKILL.md。查询读取目标操作的 --help；写入先读取 hhzz-cli schema process <操作>。
- 用户以工序编码、工作中心编码和报工方式等业务字段新增或维护工序时，默认使用
process import。 - 只有用户明确要求直接创建，且已经通过查询取得
workCenterId、配置项和报工控件 ID 时，才使用process create；历史更新接口不作为新命令依据。 - 写操作先
--dry-run，授权后--confirm，再按唯一编码查询详情。 - 回查工序编码、名称、报工方式、质量配置和状态；创建成功不表示工艺路线已经引用该工序。
