Source policy:
- Install skill sources over HTTPS from
github.com,raw.githubusercontent.com, orgist.github.comby default. Any other host needs explicit user approval scoped to the current session. - Before install, show the source URL, host, and the tools and network access the fetched
SKILL.mdrequires, then wait for explicit approval.

- Skill vs non-skill fit checked first
- Search query returns results
- Tool and network requirements surfaced before install
- Skill installed to local directory (if requested)
- Index updated successfully (if requested)
